I agree with Leon than more time is needed. You should wait until you have a dense, tough root ball.
I've done only roughly two dozen air layers, but it takes 6-8 weeks. Also, based on my observations, the rooting seems faster when temperatures are high. For example, this year's crop was going very slowly with temps 45-65 F, then last week is was 80-90 F and the rooting has exploded.
FWIW, I usually prune lightly when potting the air layer. That reduces the burden on the new roots and reduces the risk that leaves wilt and drop. But how much depends on the relative size of the root ball and the tree size. Keep the potted tree in the shade for a couple weeks until rooting is solid, water well during this period, and sprinkle the foliage from time to time to help reduce desiccation.
