because we are down around 38°F here at night for many nights, it is staying a steady 66° in the house, and there is no humidity or condensation in the container.  i went ahead and tossed bottom heat on these.  i placed the heating pad i normally use for my veggie seedlings in between a thick hotel towel, and placed under the bin.  this will only heat the water, not the cups, which should create the humidity i understand is important.  i put the heating pad on a wall timer, on 1hr, off 1hr, 24 hours a day at medium heat.  i did this two hours ago, and it seems to be keeping a modest 75°-80° inside the area.  i have the lid "pitched" to allow breathing.  next time i think i will go with a taller container with a lid that closes.

i don't think my process was very meticulous, i just wanted to describe it in my usual anal-overly-detail-oriented way ;)  i've never been one short of words.
