What is this, what is the cause, how do i fix it?

The young fruit have brown scales/scab looking damage on them, sort of like the thin, flat scabs you get from an abrasion on your skin.

I can't say for sure without seeing a picture but it could be that they were scratched when they were smaller and now that they are developing more they are only showing the scar/scab now.  

That is just my guess but without seeing it could be a number of other things as well.

Sorry can be of no help CJ as i never seen that before .
It does not look like a diesease or bug but rather the sun actually crisping the skin slowly.
It that the only one doing this on your plants ?

Probably due to weather issues, such as wild temperature wings. Have seen the same thing on Asian pears. Nothing you did wrong, and you won't fix it. Just lest it be.

Thx for the responses guys, i hope it doesnt cause too much havoc with the maturation of the fruit...I was really hoping to see some good growth out of the tree this year.  Last year was difficult on the tree from the stress of the first re-pot holding too much moisture resulting in stagnant growth and eventual tree decline, then the stress of a 2nd re-pot into better soil mid-summer.
