Cuttings leafing but not rooting

I have a batch of cuttings i am rooting in sphagnum moss inna covered container. While i have already successfully transplanted some rooted ones to cups, there remain a few stubborn ones still refusing to root. They have been in the container for 1.5 months now but started leafing actually some 4 weeks back. The longer i wait, the more it seems some of these leaves might rot in the damp container but yet i cannot transplant when they are still rootless and i am really becoming clueless.

I hate it when that happens.  Perhaps try for less moisture.

I hate it when that happens too. I've learned that keeping them in a dark place in the house from the beginning helps, until you have roots. Some cuttings just do this no matter what and others never will root. You could pot up and keep them in a humid environment in shade till they start growing. This sometimes will work. Good luck.

This happened to several of mine this year, no roots, nice leaves. I grafted them to a rooted cutting and to a tree in the ground. The ground graft took and growing. What was left in the bin, died :(

I have put in folded paper towels to soak up some of that extra moisture that I couldn't squeeze out , change it everyday. 

Thanks, guys. I'm comforted that I'm not alone. It is quite exasperating. I will try out some of your suggestions.
