Cuttings with advanced roots but no Leaves

I would love some advice slightly related to this thread. It is well into spring here and numerous cuttings have substantial root growth with NO sign or leafing, not even a plump node etc. Is there any hope for these? Should I give them sun, shade or continue in the green house? We have mid to high temps at the moment thus the bushfires...

What do you guys recommend? It involves Celeste and Deanna cuttings.

As long as the cutting is still plump (not dessicated) its alive and may still grow. I treated some cuttings earlier this year with Rooting Hormone and some produced roots and took months to leaf out. They need to be kept warm (70-80 deg F) and humid (70-85% RH), but keep out of direct sunlight (it may "cook" the cutting). The cuttings needs to be kept from drying out, I sealed the ends with wax, but a pruning sealer would also work.

Roots are always a good thing. The only reason that they should not leaf out is if the buds were damaged or not viable for some reason.

I'd fertilize them using houseplant strength fertilizer.  Are they still in pots?  Can you show us photos?

Admittedly, some are smallish but they are in clear cups in a mixture of perlite and potting mix. I tried some fertiliser yesterday actually.

I am not upset that some haven't leafed because at least one of each variety has leafed and look happy. I was just curious more than anything and wanted to draw on some of your wisdom for the future. Thanks for the responses, much appreciated and I'll post some photos tomorrow my time.
