If someone makes these would they please post how it turns out.  I'm thinking I might need a wider margins where we ppunch holes for wire.  It was  suggested to me to use a strong gauge wire that's sold for hanging pictures.

  An after thought.  The wires could be sandwiched in the short side margins and not need holes to attach wire. 
I have to get this material and try it out.

Use plastic as your stiffener, not paper/cardboard.
Eventually the paper gets wet and they lose rigidity.

Not sure this is worth all the effort,
you can purchase professionally made tags like you are
trying to make for about 15 cents each by the hundred,
they work great for identifying trees and come with a wire attachment as well.

The paper definitely gets moist eventually. I have tried waxed cardboard from an OJ carton, 15lb felt paper, and some Tyvek house wrap folded over all as stiffeners inside the tape or foil. I found plastic didn't have enough give to make a good impression for me. The jury is still out on my experimental groups- we"ll see how they fare outside this winter. The tags beat out wood and plastic labels hands down though.

I have been using discarded Coke aluminum cans. Using an old paper cutter,
I cut them into 1/2" x 7-1/2" strips; over a folded newspaper, on each strip
I print the variety name on the clear aluminum side with a spent ballpoint pen.
To attach, bend the strip around a small branch, line up the two ends, then
staple them together.

@ Lumberben,  you've just covered all the negatives. I checked several commercial ones and they all have cardboard cores too so they get mushy,
.  DANG.  I'm disappointed.  You've tried good some good ideas.

Craft stores sell 8.5 x 11" sheets of thin foam in different colors,
they are used for crafts projects, easily cut with scissors.
This is the same type of foam insert used in the professional tags
and will work for the DIY.

Foam egg carton tops could be used for the center material.  Family/friends could supply plenty of material to work with pretty quickly for no cost.

I found these guys when I was searching. They have 100 tags for either $5 or $10 depending on type. I haven't ordered any because they didn't show the shipping even after going through the ordering process. I don't like ordering things without seeing the total cost.
