Fig tree only budding at base

Hello all, we planted our tree last spring of 2015. Here we are at springtime, and were only seeing buds at the base of the tree with no signs of activity on established branches. Does anyone have any advice or input?

Sarina, we are in zone 7. We have pretty mild winters but this year we had a pretty good ice storm. We put mulch around the base of the tree. I'm happy to see there are signs of life, but I'm not sure how concerned I should be. Thanks!

alanmercieca, do you think it's best just to leave it be then? It's a black mission dog tree, just a little guy so I don't want to create further damage if possible.

I'm in zone 7a and for 3 winters, did not cover my tree.  Each year it died back and grew from the roots, like what I think you're seeing.  I'd still get figs, but just a few.  I found the forums last fall and covered it after pruning with a sheet, a comforter around the roots and base, then a cardboard box filled with straw and leaves then a plastic sheeting "hat" at the top to draw away the snow and moisture.  Virtually no dieback this year, so perhaps your tree will do better with a winter wrapping this year.
