I lost half of my rooted cuttings to fungus gnats last year, but saved four trees by using Bt. The adult gnats aren't the problem. They lay eggs in the soil, then the larve eat the roots and into the cutting itself (gross!). You'll see tiny whitish worms munching on your cutting if you pull it out of the soil. Get a bottle of ready made Bt (kills all catepillar larve, nothing else), and spray until it wets the soil really well. Next, make sure you make it inpossible for adult gnats to reach the soil again. Apply a layer of sand on top, then plastic wrap around the base secured with a rubber band. You have to spray every 4-6 days I think...check the Bt directions. This worked for me, hope it helps, and best of luck!
