I have some questions

About 2 weeks ago I took my cuttings out of the zip lock bags and put them into clear (2 liter Pepsi bottles) containers. I mixed the special moss and the perlite then transplanted my cuttings in them. I left about a inch of moss and perlite on the bottom then planted my cuttings.
At that time they had started to produce green buds, now I don't see the buds, if so they are smaller.
I put then in the clear container with a frame 1 inch thick to keep them from touching the water in the bottom of my container. For fear they were not getting enough light inside my house now everyday I set them outside so they can get sun, we are having 60 degree days now and by the weekend it is suppose to be in the 80s.
After 2 weeks I see no sign of the roots wrapping around inside my bottles, what am I doing wrong, do you think I have lost them and I was so excited starting them with all of the information I have learned on this site.
If anyone has any advice on what I should do I would gladly like to hear from you. Just tell me what to do and I will do it.

Wade, first if there are no leaves on the cuttings then there is no need for the light and taking them outside. Also, at this stage the cutting needs more steady (room) temperature level than light.
You have written well but there is missing info. When you planted them two weeks ago, were there roots and how good. How much did you water when transplanted? Did you dome it or put it in humid environment so the stick and buds will not dry out?

Thanks ottawanz5 for your reply. There were roots on them when I removed them from the bags, they were from 1/4 inch to 1/2 inch. I have not watered them since I transplanted them in the bottles inside the clear plastic tote. The only water they get is from the humitidy in the plastic tote from the water in the bottom, I have read on here that it is very easy to over water and I didn't want to do that.
I don't understand the term dome, please explain.
Do I need to cover the tops of my bottles with a zip lock bag to keep the moisture in?
I hope I haven't killed them cause they were looking so good.
What should I do, put them back into the zip lock bags and try to grow more roots or what would you advise that I do?
Also when you put the cutting in the bottle with the perlite and moss do you pack it down pretty tight, I packed it very little when I put them in.
