I have read somewhere that anything higher above 72°F will push out leaves rather than roots. And keeping it at a constant temp around 71-70° will push out roots.
To answer your question from MY OWN experience, yes, I have seen my cuttings push leaves out first. Truthfully, I leave them in there until I see visible roots. I once experimented, potted up the twig- no roots. Watered. And left it alone for a week, light mist, and it rooted. I did some to other varieties, some just did not take and rotted at the bottom. I hope someone else's will chime in on temperature control.
