Is it to late?

I haven't pruned my thirteen year old hardy Chicago in 3 years, and it needs to be root pruned and put in a bigger pot also. I bought a new pot, soil, perlite, and some root riot cubes,ect. We left for a week long vacation and there was still 6 inches of snow on the ground when we left and my tree was still dormant. While we were gone we had 65 degree temps and the leaf buds now look like they are opening. Can I still prune , repot and propagate?

Root pruning with buds opening is not wise .
You can put plant as it is into bigger pot if you choose.
You can propagate from it such as an airlayer.

don't prune at all, let the leaves open and develop, you can prune in May or even after the fruit harvest.
I have rooted cuttings from Summer harvest too, it works.
Just up-pot it for now and do nothing else. No root pruning!
