Root initials above leaves

I'm rooting some cuttings in a 15% potting mix/85%perlite mixture in a plant incubator that provides heat and humidity.  The cuttings are lying in flat in the mixture.   Root initials have formed within two weeks.  One cutting has a leaf coming out, but root initials forming up higher on the cutting than the leaf.   How do you plant that?  

If horizontal is 0 degrees and vertical is 90 degrees, I'd plant it about 30 degrees and have the leaf out of the soil.  if the roots are on the opposite side of the stem then it's easy.  Point roots down and gently let the soil fill in to cover the roots and support the cutting.  If the roots are on the same side as the leaf still point the leaf up but cover the entire rest of the stem & roots with soil while leaving the leaf out.
