Shipping cuttings question

Can you ship cuttings to Hawaii? The only restrictions I can find are for plants with soil. Thanks!

I know there is a restriction on fruits and flowers also so I would assume it applies to living plants or parts of it, unless inspected and certified. Since cuttings are a part of a plant, it would apply.
Organism like scales are transmitted even from a cutting.
I have asked myself if it is "really legal" to ship cuttings from the East USA to California!

Lots of great figs in Hawaii, Ken Love seems to be a contact to find out how to get them.

I just called the Hawaii Dept. of Ag. and spoke with an inspector. I asked about mailing a bare root tree because that is what I plan to ship to Kauai. He said that for figs, the only restriction is that there may be no soil. He said the package must be clearly marked on the outside stating exactly what it contains. The package should be easy to open and re-seal. He said that they will inspect the trees and that as long as there are no visible signs of disease, they will re-seal the package and send it through. 

Paul, does the message on the outside need to be written on some sort of standard form or sticker or is it ok to just hand write a note on the outside?  I am looking into sending cuttings and would have them in a padded (bubble) envelope.  I wonder how to make such an envelop resealable - maybe avoid using the seal on flap but simply tape the flap shut?  That way they could cut the tape and then use the seal in the flap to reseal.  Thoughts?  Thanks!

Steve, it doesn't need to be on any form.  I've sent cuttings to Hawaii with my Nursery Stock Certificate and quarantine shields and they have not opened up the packages.

http://nationalplantboard.org/laws/index.html is the best source for finding out what requirements are to ship to various states.  These are summaries which usually suffice but the contact information is included for each state.

OK, thanks Harvey.  I am currently trying to contact the Hawaii Ag. Dept. directly to see what they say.
