Bare-rooted fig trees are allowed into California from states that are not beset with bio hazards. The inspectors ask that the box exterior is marked with: plant material enclosed, common fig trees, source - Michigan, Ag inspection OK, and an invoice enclosed that lists the name of each plant. If the boxes are seen by inspectors (one shipment out of fifteen that I've received has been inspected) then they are checked for pests and sent on to the California address.
