Yes, I did plant both from seed back in late Sept or early Oct.  I'm in zone 10B which is sub-tropical.  Manatee county is zone 9A.  I created an Excel spreadsheet with columns for each month of the year and in each column, I list the vegetables that can be planted in this agricultural zone.  I "tweak" this over time as I experiment with different vegetables and different planting times.

She can always try containers to rule out the soil as the possible cause for her troubles.

I don't know that there are restrictions on sending bulbs/cuttings to FL, per se (although, it's possible?).  I believe the restriction would be from shipping from outside of the USA to anywhere in the USA.  I do know Hawaii (non-continental US) as its own restrictions but am not aware of any specific to FL.

Great pics! I wish I could grow tropical fruit trees. I have a friend in Miami. He has a large avocado tree that appears to be very old. The avocados are very large and are bright green. He lost a papaya tree a year ago or so. Many of his neighbors have mango trees that are huge.

Thanks again for the links and the advice Figaro.  I got the seeds together I'm going to send my friend.  I'm sending some okra seed that, from what I read, could produce through the summer heat in FLA.  She does not have a computer and will probably never have one, so I'll have to pass on info through the mail or by conversation.  Hopefully I can get her to try a fig tree or 2 this year or next.
