If they are root bound in 1gallon container, I would up pot them in a 3 -5 gallon container for now. Then plant them in ground sometimes in late Aug. you have to make sure to protect them well during the winters, especially the first winter.
If the plants that you want to plant are hard-to-find, wait to plant them next year. Put them in a larger container (watch your watering- don't over water), so they establish a good rooting system.
