When to pot up Root Riot cuttings?

I have 25 various cuttings in Root Riot cubes, and about half are showing roots at almost 3 weeks. A couple are showing green buds breaking out. Some of those roots start above the cube and enter the cube from a little above the surface - should those be transferred to pots (using some soda bottle SIPs, some standard 1gal pots) soon to get those roots in potting medium so they don't dry up? Similarly, around the edges of some of the cubes there are roots poking up (one has 13 little root tips visible at the edge up the cube)-should these likewise be transferred to pots? Or do I wait for leaves?

Ed, based on my experience with the RR cubes last year I would have potted all of them up.

Roots should be kept in darkness and with some humidity ...
The easiest is to pot up - you could achieve the same in a humidity bin. But for me this means time to up pot.

Ed, As soon as I see roots sticking out of the cubes I go directly into a clear cup with a mixture of soil and perlite. I put the clear cup inside of a colored cup for darkness.
