Why wont rooted cuttings break bud?

Ok so heres my new Delemma, I recently got some cuttings from Adriano in October. Most of the cuttings started to root within 2-3 weeks most of the cuttings the buds swelled right after roots were visible and started to grow leaves and have been growing since. I have 2 Capelas Cuttings 2 Violette De Bordeaux & 2 Fico Genovese cuttings that were the first to root but wont break bud. I do have domes on them but yet nothing. Is this common?

If well rooted, add heat.

I don't have solution but I know it happens.
Right now I have a rooted cutting which has only one healthy green leaf for the last two or three months. I cannot even see any apical bud for the next leaf on this plant; and this one leaf has been there since I planted another sucker plant that I had received after a 55 days trip in transit and was almost dried up dead and which is now thriving with a dozen leaves!

lol Akram you know today I double checked how you delete your account and its pretty much idiot proof you have to type in your password not sure what I thought I was doing. Are my posts Gone? Jon the temps in my office are around 70 degrees shouldnt that be warm enough?

The buds are not breaking due to couple things, Heat and light. if there's enough ambient heat and some light they usually would break.

They are getting some light but its florescent light since I have not put them by the window like the others during the day to get some sunlight. Thanks Bass I will increase the heat a little and introduce them to some morning sunlight for a couple days.
