Cutting has leaves but no roots yet.  Should I pot up in perlite and high humidity container?

As Gloria mentioned, how are the currently oriented?  If they are currently laying in a rooting bed, I would wait for roots.  The leaves and stems may drop leaves, but new ones will form.  Roots are priority.  Increasing the humidity would be my choice, but also closely monitoring for mold thereafter.  Allow for some fresh air every day, for just a few minutes if you see mold form.
