question, hoping for some guidance, when selling live fit trees and or fig cuttings on eBay I noticed that shipping live trees always people indicating no shipping to California and or Hawaii and sometimes Arkansas.. but for shipping cutting there are no notes to that .. is shipping cuttings ok to ship anywhere in the USA but shipping live trees ok to ship everywhere except for CA, HI and AR? hoping someone can explain.. thanks…

I believe all states restrict plants/trees and cuttings. California is stricter in looking for packages entering our state. Also depends on the dog sniffing packages, he could be having a good day stopping shipments. I avoid shipping small trees due to the damage it could get. Also a customer can con a seller with the purchase by complaining, Ebay sides with the buyer, thats the biggest complaint. So I give props to the seller who has to weave through this maze. We benefit, with a variety, that you would of never gotten through other means.
