Is this an acceptable time to graft even if both the rootstock and the scions are starting to leaf out?
Is it better when the scions are dormant (out of refrigerator) or BOTH plants in dormancy?

Grafting for most plants can be done ten the rootstock os active m(and in many cases, this is required for good success). The scion can ne active, as well, just use last years wood, and remove any new growth and leaves.
