Department of Commerce used to issue opinions on exports, approval/denial. The Department of Agriculture may have authority on ag products. Don't take anything as fact without doing your own research.

Someone in Spain would be the best authority for this, I think. Or someone able to read their Dept of Ag regulations in Spanish if they are on line.
