Tree Problem.......Small leaves ?????

I have a couple of potted trees that seem to be stunted.  All the leaves are very small, perfect in all regards, but small.  It is not limited to a specific cultivar.  One of my good friends said he has an in ground tree that came out of dormancy but the leaves have never grown out, perfect miniatures, last year they were fine.

I am planning to perforate the soil to the root ball and deep water, then apply a diluted MG directly to the root ball.

Pictures aren't much help, the leaves are 3-4" in length and 2-3" wide. 

I'm thinking maybe has to do with cold damage during the winter.  I agree with the MG, it may help.

On a container tree I would also pull it out of the pot and check the roots and if the mix is draining properly.

Trees were in greenhouse lowest temp 38f.

Root ball looks good, not crowded, not circled too much.

All trees affected have figs popping.

 I would fertilize it good and wait and see what happens.  I've taken one and two year old trees in containers that weren't growing good and pruned the tops off and pruned the roots and let them start over.

Probably not the problem given your climate zone, but one of the symptoms of RKN in my potted plants is/was small leaves.
