I think Harvey and Jon can both provide a certificate.

You should first contact them and ask.

Cannot ship to any EU Countries. USDA will not issue Phyto-cert because of EU rules. I have reviewed this with them several times and it is not doable.

Jon in that case is the only way to get a fig variety from the US to the EU via a USDA to equivalent agency transfer? I understand quite a few varieties were imported by the USDA and later distributed to the public. 

It's a fairly recent thing...under 10 yrs.  And it's a bit of a p*$$*ng contest.  The US started restricting imports, the EU didn't like it so they retaliated and it kept going, so now it is nearly impossible to legally transfer anything other than seeds and even seeds are difficult, at best.
