this happened to my paw paws about a month ago when it got too dry after I deeply watered them they returned to normal.

So did they look like this when they were dry or did they look like this after you watered them deeply?

your tree is fairly young, they certainly need frequent watering in the dry season.

Slingha, you've got a case of Rust .
It commonly happens to young tender trees, and they will usually grow out of it eventually as they grow taller and the leaves are produced further from the ground.
In the meantime, spray it well on both sides of the leaves with Neem oil.
every 7-14 days according to the directions.
Be sure to spray in the late evening so it will be dry before sun up.
Never spray any plant in sunlight to avoid sun scald.

I just gave each one 2gallons of water, but we've had a ton of rain lately which is why thought that it was something other than water

Mine looked like that before I watered, one week after Deep waterng every other day and they put out new leaves and it has not come back.
