I'm doing the newspaper around the cuttings in a bag rooting method. I left the bottom 1/2" exposed. Now I find those white specks all over the cutting. Will roots grow out the entire length of the cuttings? Is this a problem? What should I do? I'm sure this has been asked here before but when I search rooting cuttings, I get a ton of how to.

It's not really a problem. Any roots that are above ground when you plant it will air prune themselves. The problem is if you don't get any roots at the bottom. If that happens, you might have to get creative with how you plant it latter on.

Should I move the paper down to the bottom half of the cuttings and expose the tops?

Aloha, Lou.  I had the same question not too far back.  I had roots growing all kinds of places ABOVE the soil line.  Not to worry.  The "air" roots dried up, and next thing I knew there were leaf buds coming out.  It's all good.  Just gotta watch out for that nasty mold.

It's good to let the rooting end be uncovered in this method. Allows the root end to callous and harden..which will prevent rot at the root crown once potted up/cupped. Might take just a little longer to see roots. Be patient..sounds like you're right on track. :)

Hi Louborges,
- lots of white spots  - This could be a sign of not enough air.
Try airing it every two days.
I would as well let the top part out of the newspaper so that if the cuttings wants to leaf out, it will do it there.
